Charlene Holzbaur, MBA
Charlene Holzbaur is a retired Financial Management Specialist within the Centers for Medicare and Medicaid Services (CMS) Region II. In that capacity her role included financial reviews of components of New York’s Medicaid program.
Prior to joining CMS, Ms. Holzbaur was the Director of the Office of Management and Budget for New Jersey for over 16 years. As Director her responsibilities included preparation and monitoring of the State’s budget, preparation of the annual financial report, payroll operations and oversight of all accounting functions.
Ms. Holzbaur’s career also includes serving as Chief Financial Officer for the New Jersey Divisions of Medical Assistance and Family Development. In that capacity she had direct leadership for Medicaid rate structures for most services, including managed care, and budgeting for both Divisions. She also led New Jersey in establishing the financial framework for the TANF program when it was created.
Ms. Holzbaur received a B.S. in Accounting and an M.B.A. from Rider University. She has been a resident of Burlington Township since 1994.
