John Leyman is the Director of State Government Affairs for DaVita Kidney Care where he oversees all state public policy, legislative, and regulatory activities in the 13 northeastern states and the District of Columbia.  He leads the corporation’s relationship with the 50 state’s insurance commissioners and their association.  John is also the lead representative with the Democratic and Republican Governors Associations, and the Democratic and Republican Legislative Campaign Committees. He oversees all telehealth state policy issues in the U.S.  During the COVID-19 epidemic, he managed highly successful efforts with all governors and commissioners to protect patients and coworkers.

Previously, John served as the Director of Government and Regulatory Affairs for Horizon Blue Cross Blue Shield of New Jersey. John represented Horizon’s interests with the Governor, State Legislature, and regulatory agencies, encouraging public policy to support Horizon’s strategic objectives.

John also served as the Chief of Government Affairs for the New Jersey Department of Banking and Insurance. John was responsible for testifying on bill positions of the Governor’s Office and Department of Banking and Insurance before various legislative committees. In addition, he directed efforts on policy, regulatory, and legislative action, including the department’s state budget, Division of Banking dedicated funding, Consumer Credit Bill of Rights, predatory lending, medical malpractice reform, auto insurance reform, health and dental enforcement, consumer protections, financial literacy, and urban banking incentives.

Before joining the New Jersey Department of Banking and Insurance, Mr. Leyman was the Director of Budget and Fiscal Policy for the New Jersey General Assembly Majority Office.

Mr. Leyman also has political experience outside of New Jersey. He worked as a regional campaign coordinator in California for Bill Bradley for President 2000 and as the Southern California Field Director in Los Angeles for the Office of Lieutenant Governor.

For close to a decade, John was a banker in San Francisco, working with technology companies in Silicon Valley on corporate cash management and restricted stock. Before moving to the east coast, he spent a brief period co-managing the San Francisco Bay Area’s biotechnology consortium.

Mr. Leyman holds a Master’s Degree in Public Affairs and Politics from the Eagleton Institute of Politics, Rutgers University with coursework at Princeton University. He received his undergraduate degree from the University of California’s Riverside Campus with a Bachelor of Arts in Business Administrative Studies as well as Political Science. He is currently an Associate Clinical Professor in the Ernest Mario School of Pharmacy at Rutgers University.
