Maxilia Desir is a member of the Quality Institute’s Policy Team. Desir’s primary focus is advancing the Maternity Action Plan (NJ MAP), a four-part directional plan to improve maternal infant health in New Jersey.

Before joining the Quality Institute, Desir served as Chief of Staff to Assemblywoman Shanique Speight, Chair of the Aging and Human Services Committee.  Desir supported the Assemblywomen on her legislative initiatives, including the Menstrual Health Campaign, which raises awareness of menstrual disorders. Desir’s strategic advocacy efforts and ability to gain bipartisan support led to widespread legislative backing for critical initiatives.

Desir currently is a Master of Public Administration candidate at Cornell University, where her focus is health equity, climate change, and racial justice.
